Experience and Qualifications:
Jeff has extensive experience with condition assessments, root cause failure analysis, and restoration design of existing facilities. Primary expertise is with building exteriors, thru-wall flashing and waterproofing, coatings and linings, expansion joints, concrete/masonry/steel/wood structures, roofs, pavements and site features. He has extensive experience in water infiltration and mitigation. He maintains a membership with the International Concrete Repair Institute (ICRI). 

Relevant Project Experience:
Jeff has been directly involved in condition assessment/root-cause failure analysis projects at defense, governmental, commercial, industrial, institutional and high-rise residential facilities, with a primary focus on assessment and repair design of root cause deterioration. Mr. James' duties on these projects consisted primarily of site condition surveys, project coordination, technical and staff coordination, technical research, root cause failure analysis or water infiltration source investigation, client consultation, and preparing/reviewing engineering reports of the technical services, conclusions, recommendations, rehabilitation cost analysis, and repair design. 

Jeff has been directly involved in over 1000 repair projects or evaluations involving building/facility/property issues. The evaluations have included concrete, steel, wood and masonry structures, metals (including tanks and piping), bitumi­nous pavements, roofing and waterproofing (external, thru-wall, and below-grade), vibration and sound monitoring, and product testing. Jeff has managed design and design-build projects involving structural repairs, façade systems, roofing and waterproofing systems, and coatings/linings/sealants. Jeff has performed numerous technical/training presentations for structural evaluation, waterproofing and repair design. Jeff also provides service to the Maryland National Guard for their facility needs, and is Pro Board Certified for Department of Homeland Security and FEMA Projects.
